Added a preference in Miscellaneous to either display notices in the current window or redirect them to consoles.

On xchat real server notices go into a different window than services 'notices' (e.g. talking to NickServ, ChanServ etc) - will this preference split this up or will they all go either to the active window or the console?

All notices to the current window instead of the console (notices should go to current, i agree) is bad as implemented:
I can see notices from other servers without a note that it's from another server! I need to see a note that this message from GLOBAL that the network is going down from a few minutes is from a network OTHER than the one I'm looking at. Prefix perhaps with the network name or server url?
